Appraisal rules and standards have been around for years, beginning in 1989 with FIRREA which established rules governing state certification and licensing of real estate appraisers. In 2010, the Dodd-Frank Act addressed appraisal activities by outlining various requirements contained in the Home Valuation Code of Conduct (HVCC) which had generally applied to lenders, appraisers, and appraisal management companies for years. The Dodd-Frank Act codified the HVCC into law by amending Regulation Z, naming it the Appraiser Independence Rule.
APPRAISER INDEPENDENCE & MANAGEMENT POLICY MANUAL
WHY YOU NEED IT
While appraiser independence requirements are nothing new, compliance with those standards is more important now than ever. Following the Appraiser Independence Rule doesn’t have to be difficult. In fact, most of the requirements set forth in the Rule are common sense measures to prevent collusion that were already required by the HVCC. The real challenge is staying on top of requirements that are unique to certain agencies. Both Fannie Mae and Freddie Mac require that all single-family homes they purchase adhere to standards for solicitations, selection compensation, and practitioner independence when it comes to home appraisals.
Our Appraiser Independence and Management Policy Manual spells out the requirements established by the CFPB, Fannie Mae, Freddie Mac while taking into account Interagency Appraisal and Evaluation Guidelines for regulated institutions. Don’t let complex regulatory landscape slow you down. Get a jumpstart on compliance with our Appraiser Independence and Management Policy Manual.
